PCS Civil, Inc. is a leader in Heavy Civil Construction services in Florida. Originally known as Pepper Contracting, PCS was incorporated on December 21, 1993 with the mission to set the bar higher for all roadway, utility, and concrete companies in the Tampa Bay area.

From our earliest beginnings our Core Values of Passion, Respect, Integrity, Diversity and Excellence have been the backbone of our company’s leadership and employees. Our highly skilled teams have constructed some of the most challenging infrastructure projects in the Tampa Bay area including complex interchanges, urban & rural roadways, underground utilities, bridges, complex drainage systems and concrete structures. Our extensive list of clients includes: FDOT District 1 & 7, Clearwater International Airport, Hillsborough / Pinellas / Pasco Counties, Port Tampa Bay, Tampa International Airport, Port Manatee and many more.

PCS Civil believes that Safety is the highest priority in every aspect of our business. We practice what we preach and create a safe and healthy work environment as part of our dynamic culture and that safety is one of our most central guiding principles. With over 250 full time employees and staff, PCS maintains an overall total recordable incident rate (TRIR) and overall lost-time frequency rate (FTFR) among the lowest in our industry. PCS’s committed to providing our employees with the training, equipment, and practices to achieve our zero accidents goal. The safety of our employees is our highest priority and we want each employee to leave work and return home safely and healthy each day.

PCS Civil currently operates out of our 7-acre site on Asphalt Ave centrally located in Tampa, FL. This site is complete with an 11,000 SF office space and 9,000 SF equipment maintenance facility with equipment and material staging areas.

PCS is a proud member of the Design Build Institute of America and has successfully completed many design-build projects. We are also members of the Florida Transportation Builders Association and have received multiple FTBA Best in Construction Awards. Our team is also members of NUCA, SUCA and various other construction industry associations.

Meet Our Executive Team

Doug Ebbers | President

Mr. Ebbers, co-owner of the firm, serves as our President. He oversees all of our operations and manages our Tampa Office. He is a construction professional with extensive experience in heavy construction. He has served on the SUCA Board of Directors, FTBA committees, and on the Advisory Council for Pinellas County MPO. Mr. Ebbers’ expertise in heavy/highway construction includes estimating, project management, supervision of key management positions, financing, asset management, contract negotiations and claims resolution. His strength is in implementing the manpower, equipment, and project specific measures to build projects efficiently. Mr. Ebbers is the qualifying agent for the company as a state certified General Contractor. Mr. Ebbers has successfully owned and managed companies performing surveying, land development, solid waste processing, utilities, and heavy highway construction over the past 32 years throughout the State of Florida.
